Fujitora

Admiral at Navy HQ. He was specially assigned as a Navy Admiral after the International Military Draft. He's known as "Fujitora". He calls Sakazuki, the Fleet Admiral, "Saka". The fact that Sakazuki doesn't rebuke him for this shows that he is clearly acknowledged for his skill.
