Tsuru

Navy HQ Vice Admiral

Animation

Vice admiral of the Navy HQ. As the nickname "Great Advisor" suggests, she is calm, collected, and very intelligent, causing many pirates to fear her, and even Doflamingo, Warlord of the Sea, to meekly listen to her. Her credo is "clean justice."
